Melbourne Airport Rail

The project will deliver rail services providing passengers with a 10-minute turn-up-and-go service from the CBD to the airport in under 30 minutes. The chosen alignment is via existing corridors, forming part of a transformational programme of works to increase capacity across the Melbourne metropolitan rail network.

This project will modernise Melbourne Airport, reducing reliance on the current arterial road network. It will provide significant economic benefit by enhancing the travel experience to the airport and improving the competitiveness of Victorian businesses.

Brief

RPV identified the need to undertake a review of project management for the Melbourne Airport Rail project development phase. HKA was engaged to develop a Project Management Plan (PMP) and support development of new reporting processes and a reporting dashboard. The purpose of the PMP was to provide a summary of how RPV manages works and deliverables on the MAR project and includes an overview of the key processes.

What we did

The processes and activities documented within the PMP are aligned with the RPV Project Management Framework (PMF).

• Review of RPV MAR existing RPV project management framework, documentation and existing processes
• Produced a Gap Analysis for the development phase
• Identified target recommendations for improvement aligned with industry best practice
• Development of a Project Management Plan for RPV MAR
• Development of governance and assurance process requirements to align with PMF
• Development of new reporting process and dashboard
• Executive presentation and briefing of future requirements for project delivery phase

Throughout the development of design options, RPV sought project management services from consultants experienced in Constructability.

HKA was subsequently engaged to provide project management and constructability services relating to the proposed station development at Melbourne Airport, and for the grade separation of the new heavy rail. This involved undertaking options assessment for various station locations, and managing the programme, estimate and constructability in support of these options.
